It seems pretty clear to me that the Gov. simply

proposes this change, from what has been the practice hi-

therto, in order to maxe Cadets and Probationes hurry

up in passing their exams, I agree however that it will not

be fair to make the change, especially as Officers vary

naturally in their ability to acquire difficult langua-

whilst their leave requirements do not vary corres-

ges

pohdingly.
